And which one? (which muppet?)
The part of the commercial that really got me to think about this is Barkley’s second line “You make this putt and I’ll put you in my five.”

Is it Rowlf?
Maybe a little, but I don’t think so.

Is it one or both of the old guys (who I just found out are named “Statler” and “Waldorf”)?
Not really, though that orange guy at the beginning is getting closer (though who knows his name?).

It’s Sgt. Floyd Pepper.
On the topic of Muppets who have names no one knows, check this out
Apparently the big monster singing with Robin is named “Sweetums” - that’s pretty cool.

That’s him with Milton Berle. Here he is addressing a group at what appears to be a library:

Even better, his Muppet voice is probably the closest so far to being whatever Muppety thing triggered in my brain when hearing Charles in that ad.
Dr. Teeth.

That’s enough on this for now, though let me know if there is a different Muppet whose voice is even more Barkley in that T-Mobile ad-like than Dr. Teeth (although to be fair I guess it should be let me know of any other Muppet whose voice Barkley in that T-Mobile ad channels more so than he does Dr. Teeth’s).
To return to the ad that started all of this, at some point I might try to compile the top hundred questions that the “Charles Barkley won’t let Dwayne Wade into his T-Mobile ‘Five’” ad campaign call to mind. Maybe.
